Purpose: Set the oxygen enhancement factor

Default: 1.0 (well oxygenated cells)
Comments: The OER is a dimensionless factor that specifies the relative amounts of DNA damage produced per Gy per base pair under anoxic or hypoxic conditions. Several unpublished studies (Carlson et al.) of cell radiosensitivity under oxic and hypoxic conditions suggest that the OER is between about 2.8 and 3.2 and is nearly cell type independent. For hypoxic and anoxic cells, an OER of 3 is recommended in the absence of measured data to the contrary.
