Syntax:
  IRAD: DSB={total DSB cell^-1 Gy^-1}  FCB={fraction of DSB that are complex DSB}
Example:
  IRAD: DSB=25  FCB=0.2       !(TLK model only; not used in RMR and LPL models)

Purpose: Set the fraction of the DSB to treat as complex DSBs (TLK model only; not used in LPL and RMR models)
Data Type: real number
Unit: n/a
Default: 0.10
Comments:  The FCB parameter should always be used in conjunction with the DSB={} parameter.  For an alternate method of specifying the fraction of the DSB that are complex, see the NED parameter.
