Syntax:
    NEO: TFS={rate cells with minor instability transition to the transformed state}
Example:
    NEO: TFS=1.15E-05

Purpose: set the rate at which untransformed cells with, perhaps, minor genome instability transition to a neoplastic state

Data Type: real 

Unit: week^-1

Default: 1.15 ´ 10^-5 (appropriate for C3H 10T1/2 cells)

Comments:  1.15 ´ 10^-5 week^-1 = 6.845 ´ 10^-8 h^-1
