To All Members of the CFR Community

As you know, the Governor has proposed that the University's state budget be reduced 13% in the coming biennium. Although the Legislature has not yet passed a biennial budget, each school and college has been asked to undertake an analysis of how they would absorb budget reductions of 8, 10 or 12% starting July 1, 2009.

While it is likely that a final budget will not be established until late April or May, we require at least a three-month lead time to initiate actions to implement any needed reductions. Consequently, we plan to announce reductions in state funding for College units with state supported programs before the end of winter quarter. We will make adjustments to unit budgets as the final budget level becomes known, but these adjustments are expected to be marginal relative to the those announced in late winter quarter. The exact timing of these announcements depends on decisions yet to be taken by the Provost, but we will post additional information as soon as possible.

In addition, the Office of the President has created some web sites which address the budget issue. Some of the more useful sites that you may wish to visit are:

  • Budget Messages from the President and Provost, and
  • Planning and Budget Memos
  • March 2nd letter from President Emmert relative to personnel layoffs in UW Advancement

Other sources of information about the UW budget are:

  • UW State Relations Director Update
  • UW Faculty Legislative Representative Update

On November 26, 2008, we posted the principles that we would follow in arriving at any budget reductions imposed on our College. Later, on December 5, 2008, in response to a request from the Provost, we appointed the CFR Budget Analysis Committee. This Committee initiated work in early January and completed its assigned task on February 13, 2009. A copy of their report is available at:

  • CFR Budget Analysis Committee Report.

Please review this document and send me any thoughts you may have.

Recently, the CFR Elected Faculty Council took an informal poll of CFR faculty. The results of this poll were reported by EFC Chair Eric Turnblom on February 15th, and are available for review and comment.

The EFC was asked to comment on the BAC Report and to advise the Dean with their recommendations. Their report was received on February 20, 2009 and is available for review and comment.
