                              CFJ 1186

The Clerk of the Courts is required by Rule 1868 to select a
Judge who is eligible at the time that the Judge is selected,
regardless of whether that Player was eligible at the time that
the CFJ was actually called for or when the identity of that
    Player is announced.

Caller's Arguments:

Rule 1868 reads, in part:

Whenever there is an open Call for Judgement to which no Player
has been assigned as its Judge, the Clerk of the Court shall, as
soon as possible after being made aware of this condition,
select a Player to be assigned as its Judge. This selection
shall be made from amongst all those Players eligible to serve
as the Judge of that CFJ.

Although not stated explicitly, this paragraph would imply that the
selection of a Judge is based on those conditions which prevail at
the time that the selection is made. Common sense also tells us the
same thing, as it would be quite improbable to make any kind of
reasonable selection based on what *might* happen in the future,
even the near future.

Judge's Arguments:

The caller's argument is straightforward, and I see to reason to
contradict it.
