- build R with
--enable-R-shlib
(I also used --with-tcltk) - compile plr
- required altering Makefile:

top_builddir = /usr/local/src/postgresql-8.3.7

- make sure library files are in the proper location
- edit /etc/ld.so.conf
- ldconfig
