International
Founded in 1979 in response to the forced repatriation of thousands of
Cambodian and Vietnamese refugees, Refugees International provides early
warning in crises of mass exodus. It seeks to serve as the advocate of the
unrepresented -- the refugee.
In recent years, Refugees International has moved from its initial focus
on Indochinese refugees to global coverage, conducting almost 30 emergency
missions in the last four years. We have answered the emergency calls of
Kurds stranded along the mountainous Turkish border; Burmese forced to
flee to Bangladesh; war victims in Bosnia; Africans fleeing strife and
famine in Liberia, Ethiopia, and Somalia; and Rwandans surging into
Tanzania and Zaire.

and Agriculture has been answering questions like these, providing regular
bulletins on food crop production and markets at the global level and
situation reports on a regional and country-by-country basis.
The System aims to provide policy-makers and policy-analysts with the most
up-to-date information available on all aspects of food supply and demand,
warning of imminent food crises, so that timely interventions can be

Connection
The end of World War Two, and the emergence of the Soviet Union as the
dominant force in eastern Europe, brought with it the Cold War, a new
threat to world peace. Nuclear arms technology advanced rapidly, and
fast, long range bombers were developed, both in the Western countries and
the Soviet Union. It soon became apparent to the leaders of the US and
Canada that the security of the North American continent depended on
having the capability to detect a nuclear attack, as far in advance as
possible.

EARLY WARNING GRADES, Shippensburg University

Some questions have been raised about how students are selected for Early
Warning Grades. The primary group is freshmen (less than 30 credits
completed). Other groups of students are selected by categories, including
those involved in athletics or activities, students in special programs
(such as Act 101), and students on probation. In addition to these groups,
grades can be requested for individual students by appropriate university
officials.
Last year the Early Warning Report sent to students was redesigned in
order to better explain the grades. That change, along with the increased
return from faculty, has made this process much more valuable for our
students. The report is provided to them right before the deadline for
withdrawal, giving them an opportunity to evaluate their situation and
make informed decisions."
