Rulemaking in administrative agencies
- Bill is passed by Congress and signed by the president
- An administrative agency clarifies the law and prepares it for implementation
- Then agency administers the law, and in the process interprets, elaborates, evaluates and reinterprets
- E.g. FCC was created in 1934 :
“The FCC should regulate US wireless communication for the public interest, convenience and necessity”
