1. Describe the corrosive effects small and light weapons can have on a society.  That is, what are the ways in which such arms make possible higher levels of violence?

*2. Evaluate the prospects for effective measures of controlling the spread of small and light arms.  Consider the ways in which the small arms race differs from the nuclear arms race.  Also consider why the small arms race coincided with the end of the Cold War.
