1) Broaden the definition of  climate change adopted by the UN FCCC to encompass land-surface drivers of climate change.


2) Adopt the regional scqle as the primary focus of scientific assessment of climate change.

3) Establish forest protection and reforestation commitments for participating nations.

4) Prioritize adaptive mitigation over non-adaptive mitigation.5.6
