Appended Decree Directives:
a) allows all political units except the soviets of krays and oblasts to introduce environmental legislation
b) charges Russian Federation Supreme
Soviet Committee on Ecological Issues and Rational Use of the
Environment and its Committee on Legislation with amendments
and supplements to Russian Criminal Code and Code on
Administrative Offenses (to strengthen enforcement)
c) mandates the Federation government to
create the legal framework for formation of State Ecological Fund
(established in late July 1992)
d) negates earlier environmental law
