SECTION XII:
Soviets (Councils) at various levels have
authority to
a) arbitrate
general disagreements between enterprises etc.,
b) decide on
compensation for weak judicial system,
disputes involving citizens resolved in court,
compensation requests resolved by court or
arbitration tribunal
if dispute is between entities located in different
administrative-territorial units "parity principles" are
to be formed for resolution or ultimately by Russian Federation Supreme Soviet or Supreme Court of Arbitration of the Russian Federation.
