The CFR personnel policy is that the Dean or the Dean's designee approves all personnel actions including hiring, termination, temporary or permanent reclassifications, and temporary or permanent in-grade salary increases. This applies to all staff positions paid from any funding source including: state GOF/DOF funds, RCR-support, grant and contracts, gift and self-sustaining funds.
Merit Salary Raises:
CFR policy is that when state-funded faculty do not receive merit salary raises, faculty funded by sponsored research or self-sustaining activities also do not receive merit raises. The CFR policy also applies to professional staff. In years when no merit pool is available for state funded professional staff positions, merit increases will not be awarded to non-state funded professional staff either.
Due to budgetary limitations, it is unlikely there will be many exceptions to the above policy. However, CFR will give consideration to salary increase requests for either state or non-state-funded employees based on the following criteria:
a. Retention: There is potential loss of an individual and this would result in a major negative impact on mission-critical, core operations.
b. Severe Salary Equity: Where an individual's current salary is significantly misaligned with salary levels currently paid for similar positions within CFR or the University.
c. Reclassification of the Position/Promotion: If an employee is primarily performing responsibilities above his or her current classification on a consistent basis, a re-evaluation of the position is in order.
All staff personnel actions including salary increase actions are subject to and must be in accordance with University of Washington Human Resource policies and approval. Funding availability will, of necessity, be a critical consideration in each case.
Requests for Exceptions:
All requests for salary increase considerations should include a memo from the unit head (director, chair, project leader, principle investigator). The memo should describe what is proposed, identify the source of funding, and provide a justification for the request. The appropriate UW HR forms (such as In-Grade Salary Increase or Position Description forms) required for evaluation must be included. The memo should include name, current position title /budget number(s), current salary, proposed salary, and proposed effective date. Employees, supervisors and unit heads are encouraged to consult with the College administrator early in the process regarding the details of any request and preparation of UW forms.
