The main questions before us today include the following. The third of these points is critical -- Washington State federal grant lands are trust lands that must be managed with undivided loyalty to the benefit of the named trust beneficiaries. These public lands can not be used for the benefit of the citizens of Washington State, no matter how laudatory the uses may be, without just compensation to the trusts unless the uses are in the best interest of each named trust.
